CSPE was a public ombudsman for Electricity Company issues.

Strategy: "Paraffin and Short Wick" was a comic created to inform the population about their rights and how to make them prevail, using layman uncomplicated language. The eye-catching comic was created as an alternative to boring technical leaflets. The candles represent the power cut, and are portrayed in situations where candles are used.

(In Portuguese, "short wick" is also a slang for "short temper").
